AERB license – A must have

In India, you must have a valid AERB license for operating an x-ray machine. AERB no longer gives license for used radiology equipment sale between users, if the equipment is not already registered with them. So if there is no AERB license the x-ray machine needs to be scrapped. Unless there is any value to spare parts of the machine, a reseller is unlikely to show any enthusiasm for it.

If you have registered your facility in e-LORA and the equipment has an operating license, there are a few processes to be followed as per AERB. Firstly, a request for de-commissioning on e-lora needs to be given. Only after AERB approves decommissioning the x-ray machine, an authorised service provider can decommission and dismantle the machine. The buyer can apply for operating license quoting the same equipment ID that already exists in the AERB eLora system. If the equipment ID does not already exist for a pre-owned radiology machine, AERB license will not be possible.

DO’s – Tips for successful sale

1.     Be ready with all information about the x-ray machine

The initial stage involves screening to check if the x-ray machine meets a potential buyer’s requirement. The information necessary at this first stage is:

  • Make, Model & Specifications (e.g. mA, KW Rating, Fixed/ Mobile etc.)
  • System date of manufacture / Date of installation
  • Nice pictures and working videos of the machine, including sample images
  • Accessories available on sale, e.g. lead aprons, lead shield, chest stand, x-ray cassettes etc.
  • Any major repair done or parts replaced
  • If covered under valid Warranty/ AMC/ CMC
  • AERB license copy

A potential buyer will want to know about the system, its accessories, usage, regularity of maintenance and condition of important parts like x-ray tube etc. All this helps the buyer decide whether to go for the machine and if yes, estimate the offer price.

2.     Keep the equipment running till the sale is concluded

We have come across situations where the seller has partially or wholly dismantled the machine as it was not in use or they needed the space for some other purpose. Trying to sell dismantled equipment is an impossible task, since the buyer has no way of ascertaining its working condition. If the equipment is not in use for even a few months also, condition of the internal components could have deteriorated. The x-ray tube which is the costliest component may not be working at all. Sometimes even electricity connection may not be available.

No buyer will buy any used equipment without thorough inspection. For a proper inspection the seller needs to ensure that the facility and equipment are clean and well maintained, electricity is available, all accessories are available to do a test run. Better still a test run should be done before a buyer comes for inspection. As obvious as this may sound, very often sellers are not ready for such demonstration and run around for various things in front of the potential buyer. This kind of thing only makes the buyer suspicious.

3.     Have reasonable price expectations

Do sufficient homework about the selling price of a second hand machine. Having unreasonable expectations just based on the price you paid may result in missing out good buyers. X-Ray machine depreciates fast, if left unutilised for a long time. No matter how less utilised it is for you, most often the price the buyers are willing to pay for a second hand x-ray machine is in the range of 30-35% of a new one. A new equipment cost includes warranty, transportation, packaging, installation services and licensing cost etc. – amounting to nearly 30-35% of the equipment price. A second hand equipment buyer has to bear all these costs apart from the depreciation of the machine and many other risks.

DON’Ts – Mistakes to avoid when selling used X-Ray machine

1.     Don’t – share bad pictures of the machine in poor light

We often get pictures of rusted or dusty equipment. The lighting is poor, the equipment may be kept in a storage among other items for disposal. Such pictures will not attract any good buyers. Take pictures of the machine in a very clean condition under good lighting. Preferably the brand name, specifications etc. should be clearly visible.

2.     Don’t – Try to sell an equipment which needs even a minor repair

If the machine is not in perfect working condition, the buyer may be suspicious. It is crucial that before the technical inspection, the equipment is operated to check all possible operation modes and connections, including trying out all accessories and attachments. Explaining that the problem is only minor is not going to help get a good price especially while selling used x-ray machine. If it requires even a minor repair, it is better to get it repaired before putting up for sale.

3.     Don’t – Ask the buyer for a price offer

When you are selling you have to quote your price. We often come across a situation where the seller instead of quoting their price asks for the buyer’s offer!
